Internal Complaints Committee (ICC) in KMBB College of Engineering and Technology

To ensure the safety and dignity of women in educational institutions, engineering colleges are required to establish an Internal Complaints Committee (ICC) under the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013. The ICC serves as a statutory body dedicated to preventing and addressing incidents of sexual harassment involving women employees and students. It offers a confidential and secure platform for reporting grievances, conducts thorough investigations, and recommends appropriate disciplinary actions, fostering a gender-sensitive and harassment-free campus environment.

Purpose and Objectives

  1. Prevention: To foster a safe and supportive atmosphere for women by developing institutional policies and raising awareness about sexual harassment.
  2. Redressal: To ensure prompt, confidential, and fair handling of complaints related to sexual harassment or gender-based violence.
  3. Justice: To support victims through appropriate services and recommend just actions against perpetrators to the college administration.

Key Functions of the ICC

  1. Policy Development: Drafting, implementing, and updating policies to prevent sexual harassment.
  2. Complaint Handling: Providing secure and accessible channels (such as email, phone, or written submissions) for women to report grievances.
  3. Investigation: Conducting impartial and confidential inquiries into reported incidents.
  4. Recommendation: Suggesting suitable disciplinary measures against individuals found guilty.
  5. Awareness Programs: Organizing workshops, campaigns, and training sessions to promote gender sensitivity and prevent harassment.

Legal Framework

The establishment of the ICC is mandated by the University Grants Commission (UGC) Regulations, 2015, in accordance with the provisions of the Sexual Harassment of Women at Workplace (Prevention, Prohibition and Redressal) Act, 2013.

Functioning of the ICC

  1. Formal Mechanism: The ICC acts as an official body within the institution to address complaints of sexual harassment in a structured and lawful manner.
  2. Confidentiality: It ensures a safe space for complainants to come forward without fear of retaliation or stigma.

In response to the notice of BPUT vide no BPUT/4823, dated 14/07/2025, the Internal Complaint Committee of KMBB College of Engineering & Technology, Daleiput, Khordha is reconstituted as per POSH Act 2013 (Section-4) as follows.
